How ADAM is governed

ADAM is a non-profit, non-governmental, non-political voluntary organisation, officially registered in Somaliland by the Ministry of National Planning and Development as a local NGO under registration number MNP&D/DC/37/1946/2258/13.

Structure

• General Assembly — the supreme body of the Academy, representing the member communities.
• Board of Directors — sets strategy, approves policy and holds the executive to account.
• Chairperson — leads the Board and represents ADAM externally.
• Vice-Chairperson — deputises for the Chairperson and supports Board functions.
• Executive Director — runs day-to-day operations and programme delivery.
• Heads of Department — lead individual programme and support departments.

Administration

ADAM maintains best-practice administration across its offices in Somaliland. Administrative forms and formats are held in each office, and any procedure not covered by the administrative manual is defined by the head office administrator and approved by the Board before implementation.

Transparency

Improving mutual accountability and transparency within the Academy is one of ADAM’s stated strategies. Beneficiary selection criteria are agreed with community committees, lists are published locally, and programme reporting is shared with both funders and the communities served.
